In a postscript to Russia’s multi-day commemorations of the 80th anniversary of Victory in the Great Patriotic War, President Vladimir Putin delivered a message aimed squarely at Kyiv: resume the peace talks you abandoned.

Speaking on May 10, following a series of formal events held between May 7–10 in Moscow, Putin addressed the ongoing war in Ukraine and reiterated his claim that Russia remains open to diplomatic resolution. “We propose Ukraine resume the negotiations that it interrupted in 2022,” the Russian leader declared, reviving a narrative Moscow has consistently promoted. that peace was within reach until Western powers allegedly stepped in.

This statement follows similar remarks revealed by Slovak Prime Minister Robert Fico, who disclosed that Putin had informed visiting leaders of an intention to propose direct talks with Ukraine, without preconditions, on May 15 in Istanbul.

Putin’s language, while firm, was layered with diplomatic messaging. It suggests that Moscow seeks to project openness to dialogue in contrast to Kyiv’s increasing demands and ultimatums. Meanwhile, Ukrainian President Volodymyr Zelensky has shown no indication that his administration is ready to return to the negotiating table, especially without security guarantees or Russian withdrawal.

Putin’s remarks seem calculated not just for an international audience but for domestic optics: portraying Russia as reasonable and restrained, while shifting the blame for ongoing bloodshed to Kyiv and its Western backers.
