Foreign Control of Nigerian Agriculture Through GMO Programmes
Seed Patents and Policy Capture in Nigeria
Bill Gates has built a network of influence across African agriculture using a combination of foreign aid, regulatory access, and commercial partnerships. The stated purpose is to support farming systems and improve yields, but the outcome is growing reliance on imported seed technology controlled by foreign entities. The shift is most visible in Nigeria, where government departments, donor-funded NGOs, and foreign agribusiness interests are working closely to embed genetically modified crops into national policy.
Ginger farmers in Kaduna have reported serious damage to their crops following the introduction of farm inputs provided through USAID programmes. These inputs, promoted with technical backing from Gates-supported organisations, were distributed with assurances of improved output. Instead, the affected farms suffered widespread loss. The inputs included seed stock that local farmers did not select and could not verify. These seed varieties were engineered to displace traditional local crops and, once planted, leave the soil unsuitable for indigenous varieties. Farmers who switch to this seed model must return to the supplier each year. If they attempt to replant from a previous harvest, the crops will not grow. This feature is built into the seed design.
The Gates Foundation played a central role in establishing the African Agricultural Technology Foundation (AATF), which is registered in the United States and operates across the continent. AATF’s role is to promote genetically modified organisms (GMOs) through public institutions. To support this, AATF created the Open Forum for Agricultural Biotechnology (OFAB), which acts as an advocacy network across several African countries. OFAB recruits scientists, media professionals, and government officials to promote GMOs in domestic policy. In Nigeria, OFAB’s national coordinator also serves as the Director of Agricultural Biotechnology within the Federal Ministry of Science and Technology. She sits on the board of the National Biosafety Management Agency (NBMA), which regulates GMO approvals. These roles are held concurrently.
This structure has removed any meaningful separation between advocacy, regulation, and policy. Decisions about food security are now influenced by individuals and organisations with direct ties to foreign donors. Scientific research in this area is largely funded by external foundations. The messaging around safety, benefits, and regulatory compliance comes from the same network that designed the technology. Gates funds the programme. Monsanto holds the patents. Nigerian officials provide administrative cover.
There has been no significant public debate on the long-term impact of this shift. Farmers are not being offered a range of options. They are being moved, step by step, into a closed supply system controlled by patent holders. Traditional seeds are being pushed aside. Once they are gone, they cannot easily be restored. The soil will no longer support them, and the legal framework will not permit their use without certification. The country’s ability to produce food independently is being reduced in favour of a managed input system, where planting rights are conditional on commercial agreements.
The same pattern appears in the health sector. Since President Tinubu entered office, the Ministry of Health has received over $60 million from the Gates Foundation. In October 2024 alone, $55 million was credited. The funds are attached to health programmes including vaccination and public health campaigns. Gates has previously stated that improving access to healthcare can help reduce population growth. These positions are part of his public record, not even secret. The influence of his foundation over national programmes raises questions about how far public health decisions are shaped by donor priorities.
The use of foreign aid to shape domestic institutions is nothing new. The language has changed, but the principle remains. External interests fund local programmes, install personnel, shape policy, and maintain ownership of the tools being promoted. Farmers do not receive support to improve existing systems. They are brought into new ones that cannot be controlled locally. The benefits go to the supplier, not the recipient.
The Nigerian state has allowed this to take place. Ministries accept funding without independent oversight. Regulators hold overlapping roles. Scientists and technical advisers receive career advancement through foreign programmes. At no point has the public been asked to assess whether this direction is in the national interest. The policy process is being driven externally, with local support limited to implementation.
Agriculture plays a central role in national stability, as it affects food availability, economic activity, and long-term development planning. Moreover, agriculture is not a neutral policy area, but a strategic sector tied to food security, trade, and national development. Transferring control over seed systems to foreign patent holders removes key levers of sovereignty. This is not a matter of innovation or productivity as it concerns who has the authority to decide how food is grown, distributed, and controlled. The present arrangement has shifted that authority outside the country. The longer it continues, the more difficult it will be to reverse.
